The Facts on 11-27: “Britain’s main political parties agreed Thursday to grant Scotland new tax and spending powers to fulfill a promise of greater autonomy made as politicians scrambled to persuade Scots to reject independence in a recent referendum.
The plans are unlikely to satisfy hard-core Scottish nationalists, but could have far-reaching consequences, taking Britain toward a looser, more federated state.

Scots to revise funding plan after talks with UK fail.“That legislation, agreed after the 2014 Scottish independence referendum, will give Holyrood £15bn worth of new income tax and welfare powers, and assign it 50% of all VAT raised in Scotland, currently worth £4bn a year.
But those new financial powers will cut the Treasury’s grant to Holyrood by the same amount. With billions of pounds at stake, the two governments are at loggerheads over how to calculate the grant in future by allowing for different rates of population and taxation growth.”

Nicola Sturgeon rejects £4.5 billion English tax deal

“Nicola Sturgeon has rejected a Treasury offer worth £4.5 billion of English income tax over the next decade to break the deadlock over transferring Scotland’s new powers.
The First Minister claimed the proposal was not new or “serious” and did not satisfy the key recommendation by the Smith Commission, which drew up the powers package, that Scotland should suffer “no detriment”.

“The Scotland Bill which hands sweeping new powers over tax and welfare to MSPs received Royal Assent last night and has now become law.It completed its Parliamentary stages yesterday evening and Lindsay Hoyle, deputy speaker of the House of Commons, later announced that it had received Royal Assent.
The bill hands Holyrood the ability to set income tax rates and bands, control over a significant part of the welfare system, including the ability to top up welfare benefits and create new payments. and control over air passenger duty.”
