The government of Columbia is trying to open the boarders permently so the people of Venezuela can buy necessary basic items. The Venezuelian President Nicolas Maduro is trying to keep the boarders closed to fight crime and gangs from Columbia. http://www.bbc.com/news/world-latin-america-36840034

I’d say that starving people are desperate and that supersedes any of the other concerns as food is necessary for life. That desperation in itself would drive even non criminal minds to do what they had to do to provide for their families making Maduro’s concerns about Columbia moot.
